PRAcTIcAL INfORMATION
tEmporary rEsidEncE pErmit
In order to obtain the right of temporary residence, EU/EEA citizens (who stay in Estonia longer than three months) must register themselves as citizens of Tallinn within three months from the date of entering Estonia and apply for the Estonian identity card (ID-card).
Non-EU/EEA citizens who stay in Estonia for longer than three months are required
to apply for the long-stay (D) visa. Non-EU/ EEA citizens who stay in Estonia longer than six months have to apply for the temporary residence permit for studying in Estonia.
If you do not need a visa to enter Estonia, you can apply for the temporary residence permit for studying in Estonia a er arrival in Tallinn.

HEaltH insurancE
EU/EEA citizens are entitled to the same
social welfare bene ts in Estonia as Estonian residents. For this you should obtain the EU Health Insurance Card from the social service authority in your home country before arriving in Estonia. In addition it is also recommended to obtain private health insurance.
Students from Non-EU/EEA countries have to obtain an internationally valid private health insurance. is is necessary for applying for
a long-stay (D) visa and temporary residence permit for studying in Estonia.
