Academy for Educational Leadership at Tallinn University actively contributes to education policy development and fosters collaboration within the education sector. We bring together education leaders, researchers and institutions to strengthen the leadership capacity in Estonia and support high-quality, evidence-informed education through shared initiatives and networks.

School leader appraisal framework

In collaboration with the Ministry of Education and Research and field experts, the academy has co-developed a national school leader appraisal framework. Conducted every five years, the process includes a self-assessment, feedback from the school owner and a dialogue-based evaluation meeting. The aim is to support leaders’ professional growth and ensure effective leadership across schools. The framework aligns with Estonia’s leadership competency model and draws on international best practices, including those from Canada (Ontario), the Netherlands and Lithuania.

Estonian network for educational leadership (HAJU)

The HAJU network connects key organizations in educational leadership to enhance collaboration, influence policy and advocate for the sector. Members include:

Mentorship network for education and youth leaders

Learning together. Growing together.

This nationwide mentorship network supports leadership development in the education and youth sectors. It brings together experienced mentors and emerging leaders to foster growth, reflection and sustainable leadership practices. The network is open and inclusive, offering opportunities for active contribution or flexible participation depending on one’s professional journey.
