How can a technology company enter defence and security markets? BeScaled webinars help startups assess their potential

Tallinn University, together with its partners, invites startups from Estonia and Finland to participate in a series of BeScaled project webinars taking place in May and June 2026.

The webinars provide early-stage technology companies with a clearer understanding of what it means to operate in defence, security, and resilience markets, as well as the key conditions for success in these fields.

According to Professor Merja M. Bauters, initiator and lead of the BeScaled project, this is the first initiative to systematically connect resilience-focused companies in Finland and Estonia: “Both countries have their own strengths, creating strong opportunities for mutual learning and collaboration. Finland brings a long history of resilience, while Estonia contributes strong dual-use experience, NATO engagement, and startup expertise,” said Merja Bauters.

The webinars feature experts and practitioners who share their experience and provide insight into what it actually means to operate in regulated and procurement-driven markets. In one webinar, Markus Münzer, CEO of RiskSight OÜ, will talk about Sustainable, Impactful and Effective Cybersecurity Trainings. Another session will feature Sergo Kohal, crisis preparedness specialist at MUPO, who will talk about information management in Tallinn, crisis management and the needs for a digital crisis management. At the third webinar, Peadar Charles Callaghan, researcher and cybersecurity awareness expert, will introduce the fundamentals of cybersecurity.

Participants will have the opportunity to ask questions and assess whether their technology has potential as a dual-use solution, applicable in both civilian and security contexts. The aim is to support companies in making informed decisions by helping them better evaluate the suitability of their solutions and reduce associated risks.

The BeScaled project focuses on companies that aim to validate the relevance of their solutions, understand regulatory requirements, and develop a realistic market entry strategy. Startups developing dual-use technologies are especially encouraged to participate, including those with existing civilian solutions seeking to expand into new markets. At the same time, companies from the defence sector can explore opportunities to adapt their solutions for civilian use. The programme also offers participating startups the opportunity to build connections for entering the Finnish market.
