The basis for admission (matriculation) to a study programme at Tallinn University is the conclusion of a learning agreement. The learning agreement grants the applicant the right to commence studies in the selected speciality and sets out the rights and obligations of both, the University and the student, in relation to the studies. For study programmes in which the language of instruction is not Estonian, matriculation entails the student's obligation to cover tuition fees in accordance with the payment schedule selected in the learning agreement. The agreement is considered submitted to the University once it has been created and digitally signed on this page. Matriculation as a student is not possible without a signed learning agreement.

Concluding the Learning Agreement

Learning agreement can be concluded by applicants who have confirmed their intention to study in the SAIS admissions system (at least one working day before signing the learning agreement, although processing may sometimes take longer). In other words, only applicants whose status in SAIS is „tuleb õppima“ are eligible to conclude the learning agreement. If the applicant’s status is not marked as „tuleb õppima“, the learning agreement cannot be concluded.

To conclude the learning agreement, complete the form on this webpage. In the form below, enter your personal identification code and, as your username, the first part of the email address you entered in SAIS (i.e. the part before the @ symbol). 

Please note: This is not the username used to log in to SAIS. Access to SAIS is provided via ID card, Mobile-ID, or Smart-ID authentication.

If you are unable to log in:

  • Check that your personal identification code and username have been entered correctly (including uppercase and lowercase letters, and make sure there are no extra spaces at the end of the username).
  • Verify that you have confirmed your intention to study in SAIS and try again the following day.

If the learning agreement file does not open and you receive the error message “No matching application found”, please check that you have entered the correct username.

Signing the Learning Agreement

To sign the learning agreement, first generate the Agreement, review its contents by using the preview, and then sign it digitally. The digitally signed learning agreement container created through tlu.ee/leping is automatically submitted to the University, so there is no need to send it separately. You must have an ID card, Mobile-ID, or Smart-ID to digitally sign the learning agreement. 

The learning agreement is signed when one of the following confirmation messages is displayed:

The learning agreement signed by the University will be available for download from ÕIS (TLU study Information system) in the autumn, once the academic year begins. 

If digital signing is not possible (for example, if you do not have access to a digital signature solution or the signing process fails), please contact us at leping@tlu.ee. The University will then prepare a paper version of the Agreement for signing. In this case, you will need to come to the University in person to sign the Learning Agreement.

Payment for Tuition Fee Based Study Programmes

Study programmes in which the language of instruction is not Estonian

For study programmes in which the language of instruction is not Estonian, when concluding the Learning Agreement you must select the language of the Learning Agreement and the payment schedule for covering the tuition fee.

You can choose from three options:
A – Paying the tuition fee for the entire academic year in one single payment during autumn semester (once per academic year, payment due on 25 September*)

B – Paying each semester's tuition fee in one instalment in each semester (twice per academic year, payment due on 25 September* and 25 February)

C –  Paying the tuition fee four times per semester (eight times per year, first payment due on 25 September*)

Please note: The total amount is the same for all payment schedules, and no interest is added.

*The payment or instalment deadline can be later.
