Introduction

Anu Toots is a Professor of Social Policy at Tallinn University and an internationally recognized analyst of the welfare state. She possesses extensive experience in policy evaluation and providing expert testimony. From 2021 to 2023, she was a member of the European Commission’s 11-member High-Level Group on the future of social protection and the welfare state in the EU. Since 2015, she has collaborated with the German Bertelsmann Stiftung as the national expert for Estonia in the Sustainable Governance Indicators (SGI) project. Additionally, she has served as an expert for UNESCO, the Friedrich Ebert Foundation, and the Higher Education Quality Agencies of Lithuania and Hungary.
