The Estonian National Contact Point for the European Migration Network (EMN) is delighted to invite you to its conference 'Assessment and recognition of the qualifications of third country nationals - Challenges and best practices’.

The conference will take place on 3rd November 2016. The venue is in the centre of Tallinn, at the European Commission's Representation in Estonia (Rävala pst. 4, 10143 Tallinn. Entrance from Laikmaa Street).

In the context of ageing populations and the rise of structural labour market shortages Europe faces the challenge of making optimal use of the labour force present on its territory. Thus, it becomes increasingly urgent to develop fair as well as efficient methods to assess and recognise third country nationals’ foreign qualifications. Being unable to proceed effectively with assessment and recognition of qualifications may result  in difficulties in the integration of third country nationals into receiving labour markets as well as the underuse of their skills, and a slowdown of the economy.

The refugee crisis that started in 2015 entailed a new dimension to the challenge that the relevant authorities in Europe have to face – undocumented persons with undefined status of their professional or educational qualifications. As it is widely recognised that working /acquiring education is a key to social inclusion and economic autonomy, Europe is in the process of developing innovative practices to conduct quick assessment of the knowledge and skills of undocumented refugees.  

We will be examining existing experiences at both EU and international level, and looking to developments in the future.  Some of the countries at the forefront of those developments such as Sweden, Norway and Luxembourg will present their cases at this conference, and provide the Estonian and wider audience an opportunity to be inspired.

The conference will be held in Estonian and English (simultaneous translation is provided). It is free of charge.
