On November 22 Prof. Toshio Kobayashi’s gives an Open Lecture entitled
“Open Movement in Japan: The Moves in ICT-supported Teaching and Learning
in Higher Education”.Outline of the special seminar: With the advent of
Information Communication Technologies (ICTs) and globalization sweeping
over the world in recent decades, technology-supported teaching and
learning is prevailing worldwide, which leads education as a whole to
transcend national and cultural boundaries. In these changing times,
“Open-Learning” in cyber space is becoming the key to education, moving
it beyond the traditional learning environment. Just as the 1990s were
called the e-decades with e-business, e-mail, e-government, e-learning,
etc., the present decade may be called the “o-decade” with open
initiatives such as open sources, open systems, open standards, open
archives and open everything, (Materu, 2004). However, there exists a
concern about the re-usable digital learning resources shared as Open
Educational Resources (OER) from a cultural perspective, since this trend
in innovative learning has largely been dominated by the platform-based
eLearning methods and styles in the advanced world. The focus of this
seminar is to explore a future direction for the ‘Open Movement’ that
will not be detrimental to the uniqueness of diverse cultures and to
examine issues concerning the gap between idealistic and realistic views on
the ‘Open Movement’.Objective of Prof. Kobayashi’s visit to
Estonia:To explore and discuss the feasibility of a plan for a future pilot
educational exchange sub-project by the use of ICT focusing on the UNESCO
agenda: “Education for Sustainable Development (ESD)” and UNESCO School
Networks between Japan and Baltic States as part of SOKEN-OER Project
launched at the Graduate University for Advanced Studies (SOKENDAI) in May,
2010.Prof. Toshio Kobayashi is a Senior Researcher of the Graduate
University for Advanced Studies (SOKENDAI) and Chairperson of the
Sub-committee for Communication, Japanese National Commission for UNESCO.
