he Tallinn University Council is responsible for the university’s long-term and sustainable development, as well as for making important economic, financial, and asset-related decisions, ensuring the achievement of the university’s objectives. The council has the authority to approve both the university’s development plan and its budget. The council is formed and operates based on the Tallinn University Act and the university’s statutes.

The council consists of 11 members: five are appointed by the university senate, one by the Estonian Academy of Sciences, and five by the Minister of Education and Research. The composition of the council is approved for a five-year term by the Government of the Republic upon the proposal of the minister responsible for the field. In January 2025, the second composition of the Tallinn University Council began its work.
