Tommaso Gimelli  is a researcher at the Department for Public Finance and Infrastructure Policy at TU Wien, where he contributes to the Horizon Europe project MountResilience and pursues a PhD on climate adaptation strategies for mountain regions. The Summary

From Enabling Conditions to Impact: Tracking Transformative Climate Adaptation in Mountain Areas

The talk will introduce the forthcoming Impact Assessment Framework (MoRIA) — a structured, mixed-methods approach developed by TU Wien within the Horizon Europe project MountResilience. MoRIA is designed to evaluate the impacts of local projects that promote transformative climate adaptation in European mountain regions. The framework combines quantitative indicators and qualitative narratives to assess enabling conditions and outcomes across environmental, societal, economic, and governance domains. It is complemented by two representative household surveys conducted in Austria, Bulgaria, Finland, Italy, Romania, and Switzerland, which capture citizens’ perceptions, experiences, and behavioural responses to climate impacts, as well as their willingness to contribute to local adaptation funds. By linking the MoRIA framework’s analytical depth with this transnational dataset, the project provides a robust evidence base for understanding adaptation dynamics, guiding investment decisions, and strengthening the social legitimacy of resilience strategies in mountain territories. While the project focuses on mountainous regions, the presented insights are relevant and applicable to other contexts and projects aiming at integrating interdisciplinary sustainability research into actionable policy frameworks.

About the Speaker

Tommaso Gimelli is a researcher at the Department for Public Finance and Infrastructure Policy at TU Wien, where he contributes to the Horizon Europe project MountResilience and pursues a PhD on climate adaptation strategies for mountain regions. His work focuses on the design and evaluation of transformative adaptation processes, the integration of quantitative and qualitative methods in climate policy assessment, and the socio-economic dimensions of resilience. He has previously worked with the International Labour Organization in Geneva and the Institute for Social Policy at WU Vienna, contributing to projects on sustainable development, social investment, and welfare–climate policy linkages. He holds a Master’s degree in Socio-Ecological Economics and Policy from WU Vienna and a Bachelor’s in Economics and Social Sciences from Bocconi University.
