Travel and self-isolation information for international students

Entering Estonia is allowed for asymptomatic nationals, residents and holders of a long-stay visa of the 

• European Union, 
• European Economic Area, 
• Switzerland
• United Kingdom
• Andorra,
• Monaco, 
• San Marino,
• Vatican

and their asymptomatic family members.

NB! If a person begins their journey from a country with an infection rate below 75 but transits through a country with an infection rate above 75, the self-isolation and testing requirements apply. 

The 10-day restriction of movement and requirement for being tested upon arrival, does not apply to students who: 

• have suffered from COVID-19 and no more than six months have passed since the person was declared healthy by a physician

People who have recovered from the coronavirus abroad can prove it by presenting a certificate of recovery issued by a physician of another country, featuring, in Latin or Slavic alphabet, in Estonian, Russian or English, the personal data of the person tested (such as testing method, test result, location and time of the test and the data of the person who performed the test). A certified printout from a database of another country is also accepted as a certificate.

• have completed vaccination series for Covid-19, have developed full protection after the last dose of vaccine and no more than one year has passed since.*

People who have been vaccinated abroad can prove it by presenting an immunisation passport, a copy of the immunisation passport or a relevant certificate, which must include, in Latin or Slavic alphabet, in Estonian, Russian or English, the personal data of the individual vaccinated: 

• the disease against which the individual was immunised, 
• the time at which the vaccine was administered, and the exact name, batch number, the dose administered, 
• the number of doses that have been administered to the individual
• the name and other data of the person who administered the vaccine. 

A certified printout from a database of another country is also accepted as a certificate. In case of third country citizens, accepted COVID-19 vaccinations must be administered with a vaccine approved for sale or recognised by their country of residence or departure.

* The time when full protection is developed is, according to the manufacturers:

• 7 calendar days after the second dose of vaccine for Pfizer/BioNTech Vaccine Comirnaty,
• 15 calendar days after the second dose of vaccine for AstraZeneca Vaccine Vaxzevria,
• 14 calendar days after the second dose of vaccine for Moderna COVID-19 Vaccine
• 14 calendar days after one dose of vaccine for Janssen COVID-19 Vaccine.

For other COVID-19 vaccines not mentioned, the specific manufacturer’s instructions for full protection shall be followed. Full protection for recovered persons vaccinated with one dose is deemed to have been developed at the times stated in this clause.

A 10-day restriction on the freedom of movement (self-isolation requirement) applies to students entering Estonia from third countries with an infection rate above 75 persons per 100 000 inhabitants in the past 14 days.

The restriction of movement means that within 10 calendar days of your arrival in Estonia, you can only leave your place of residence or accommodation on the orders of a healthcare professional or police official, or in an emergency that poses a threat to health or life, or to buy food, essentials and medicine.

The university has the right to exmatriculate students who do not follow self-isolation requirements and they will have to leave Estonia. 

The Health Board of the Republic of Estonia has the right to impose a €9600 fine to people not following the rules of self-isolation.

Transport to your place of accommodation

Once you arrive, please take a taxi from the airport/port/bus station/train station to your place of accommodation. You might find the Bolt application to be one of the most convenient options for this.

It is compulsory to wear a mask while in public spaces. A mask must also be worn when entering the lobby to get coffee or meet food couriers. It is possible to use washer-dryers (washing gel included in the price) but the laundry room should only be used when there are no other guests in the room. Wearing a mask is required. Room cleaning is not offered to quests in self-isolation but new clean towels and bed linen will be provided 7 days after arrival. It is also possible to use a vacuum cleaner.

As of the 17th of June, all Estonian residents (including international students) can get vaccinated against COVID-19.

Booking a vaccination appointment: 

• Students who have Estonian ID-code can book an appointment at www.digilugu.ee or by calling 1247. 
• Students who do not have an ID-code have two options: 
  • For vaccinations in Tallinn, call 1247 to book an appointment. 
  • For vaccinations outside of Tallinn please find your nearest vaccination centre here, contact them and book an appointment. 

For new students - Information about the Estonian ID-code as well as vaccinations will be given during the Orientation Week. Please book a time for vaccination only after you have arrived and signed your study agreement.
